When Rock Creek Park was established, only 3 roads, Klingle Road, Pierce Mill, and Military Road had through connections on either side of the valley above the National Zoological Park.  These roads largely determined the development of the land area into the 20th century.

All of the important roads built in the park before the Civil Ward, including Klingle Road which was laid out in 1831, were built because people wished to connect with or to improve access to major public roads leading to town centers in the District of Columbia.
